En la tercera edición de la revista “Sociedad & Riesgo”, desarrollada por el Programa de Reducción de Riesgos y Desastres CITRID de la Universidad de Chile, la autoridad destacó que la divulgación e investigación son vitales para hacer frente a nuevos tipos de desastres.
La subsecretaria de Ciencia, Tecnología, Conocimiento e Innovación Carolina Gainza, en entrevista con la “Sociedad & Riesgo”, habló sobre los desafíos que el país enfrenta en materia de Gestión de Riesgo de Desastres y la gran relevancia que representa la investigación y divulgación científica de conocimientos como estrategia fundamental, para trascender a una sociedad con mayor conocimientos sobre el tema.
Bajo este contexto, la autoridad destacó el rol que cumple la academia en materia de desarrollo y conocimiento “que proviene de la investigación, que se realiza en las universidades y centros, que circula en los papers publicados por los investigadores y que hoy debemos trabajar para que aterricen en el lenguaje común, simplificarlo y hacerlo llegar a la población”.
Según contó, hoy podemos decir que “Chile sí tiene una cultura sísmica, en general las personas saben qué hacer ante una situación de este tipo, porque los conocimientos generados desde la investigación en Chile han sido transferidos a la población”. Sin embargo, apùntó, “nos queda mucho por hacer en otro tipo de desastres y para eso está la investigación y la divulgación de ese conocimiento que pueden hacer instituciones como CITRID”.
Género y desastres
En esta tercera entrega de la revista “Sociedad & Riesgo” la Directora de FLACSO Uruguay, doctora en Género y Diversidad Universidad de Oviedo Ana Gabriela Fernández, profundizó sobre las consecuencias del sistema desigual, androcéntrico, patriarcal y depredador, que “coloca a las personas”, según dijo, en una “condición de vulnerabilidad”.
Desde ese ámbito, Ana Gabriela Fernández destacó el rol del mundo femenino en cuanto a Gestión del Riesgo de Desastres, que a pesar de este contexto desigual, destaca en el caso de emergencia socio naturales.
Según cuenta, en los últimos años hemos escuchado una serie de slogans que hablan sobre incluir a las mujeres y sobre su liderazgo para mejorar la gestión del riesgo de desastres. Pero cuando ocurre un evento o se trabaja en las políticas concernientes, dice, “los liderazgos muchas veces, se designan desde afuera”.
“Cuando hablamos de empoderar a las mujeres, hablamos de ejercer ese poder desde las mujeres y de manera colectiva. Si no es así, estamos repitiendo sistemas patriarcales. El punto es que las mujeres no queden atrapadas en formas tradicionales de ser y estar más cerca de la forma en que las sociedades se construyeron”.
