Con la presencia del Subsecretario de Vivienda, Guillermo Rolando Vicente; el Director Nacional de la ONEMI, Ricardo Toro; y el Director de CITRID, Carlos Güida, se llevó a cabo el lanzamiento del libro «Habitabilidad Transitoria en Desastres en Chile: Experiencia en el periodo 2014 – 2017«.
A la presentación, que se realizó el miércoles 21 de noviembre en el auditorio de la Facultad de Arquitectura y Urbanismo de la Universidad de Chile, asistieron diversos invitados que al término de la actividad pudieron llevarse un ejemplar de la investigación.
El libro sistematiza los resultados de la Mesa Intersectorial de Habitabilidad Transitoria convocada por ONEMI, instancia que estuvo compuesta por representantes del Ministerio de Vivienda y Urbanismo; Ministerio de Desarrollo Social; Centro Nacional de Investigación para la Gestión Integrada de Desastres Naturales (CIGIDEN); Programa de Reducción de Riesgos y Desastres de la Universidad de Chile, (CITRID); Fundación Vivienda; Tecnopanel S.A.; Térmica S.A.; y TECHO-Chile.
Ricardo Toro, Director Nacional de ONEMI, indicó que el libro marca una diferencia entre lo que anteriormente existía con lo que hoy tenemos. «Deja reflejado por escrito que actualmente contamos con un sistema y un análisis que sirven de estándar sobre lo cual podemos trabajar y poder seguir avanzando en función de lo que finalmente queremos lograr».
«Este libro es una herramienta que logra sistematizar una serie de experiencias de eventos de reconstrucción y nos permite poder afinar los planes de mitigación de riesgos, mejorar la política pública en planes de reconstrucción y la coordinación entre todos los actores involucrados», señaló por su parte el subsecretario Guillermo Rolando Vicente.
Para Rose Marie Garay, académica de la Facultad de Ciencias Forestales de la Universidad de Chile y miembro de CITRID, «hay un esfuerzo por tratar de hacer las cosas cada día mejor y este libro muestra un gran interés de quienes integran la Mesa de Habitabilidad Transitoria por hacerlo ante las emergencias, para trabajar más coordinados con las distintas instancias y así obtener mejores resultados de la gestión que se realice».
El documento propone un conjunto de conclusiones que destaca el hecho que el esfuerzo por sistematizar la multiplicidad de acciones, recursos y actores de modo ordenado para responder a grandes emergencias en un período breve es ya un logro, más todavía cuando esa sistematización ha sido realizada por una articulación de instituciones del área pública, académica, privada y de la sociedad civil.
